The democrat party has little interest in advancing the well-being of minorities, which is the complete opposite of what they preach. Their goal is to continue to stifle minority groups in order to have them continue their dependence on big government through handouts. This, of course, assures that minorities will continue to vote for the party that provides these handouts, the democrat party.
And how best can democrats basically secure these votes? Well, by maintaining the status quo. By ensuring that minority groups continue to depend on government subsidies generation after generation. And obviously, this dumbing down of the minority population is best achieved if begun early in life, which is why public schools in the inner cities (where minorities tend to live) are tailored to have much lower standards than schools in more affluent neighborhoods and especially Charter Schools.
